Um, no. It's "You're Under Arrest," where two women are Tokyo police officers—this is just one of the images out there advertising the (manga? anime? Don't know which) series. In the storyline, one drives the modified Honda Today as their police vehicle, and the bike nut stuffs a moto-compo in the back.
